CURE, PURE, RARE Zones: What Plot Buyers Should Know

CURE, PURE, RARE: inside vs outside the ORR in 2026, and where Bibinagar sits

Telangana redrew Hyderabad's civic map between November 2025 and October 2026. Here is the sequence, what CURE, PURE and RARE actually are, and what the labels do and do not tell a plot buyer near Bibinagar.

CURE, PURE, RARE: inside vs outside the ORR in 2026, and where Bibinagar sits

Short answer: Between November 2025 and October 2026 Telangana merged municipalities up to the ORR into GHMC, split that area into three corporations, and brought it under a new CURE Act. Bibinagar is outside the ORR, so none of that civic machinery covers it directly. It sits in the belt the state’s vision document calls PURE, though that label is partly an inference. A zone name is not a layout approval and not a price signal.

The sequence, step by step

Plot buyers often hear “GHMC now goes up to the ORR” and “Bibinagar is in the PURE zone” as one story. They are two different things: a civic change and a policy label. Here is the civic timeline first, using the dates the sources give.

DateWhat happenedStatus
25 Nov 2025Cabinet approved merging 27 urban local bodies within or abutting the ORR into GHMC (ap7am/IANS)sanctioned
Early Dec 2025Merger order issued; effective date is reported as 2 or 13 December depending on the sourcenotified
11 Feb 2026GHMC split into GHMC, Cyberabad and Malkajgiri corporations (ETV Bharat)notified
12 Sep 2026CURE (Integrated Governance) Bill taken up in the Assembly (UNI)introduced
22 Sep 2026Governor’s assent reported (The News Minute)notified
2 Oct 2026Act reported operational (Deccan Chronicle)operational

A note on the conflicting dates. Our sources describe the 12 September step differently: UNI reports the bill in the Assembly, while one explainer says the Assembly passed it that day and the Governor assented on 22 September. We cannot settle that from reports alone. If the exact date matters to you, check the gazette copy of the Act.

One more caveat. The February split was challenged in the High Court, which issued notices on 19 February, according to The South First. We did not find the outcome.

Which corporation covers the east

For east Hyderabad, the relevant body is the Malkajgiri Municipal Corporation (MMC). Reports say it covers the Malkajgiri, Uppal and LB Nagar zones. Localities such as Boduppal, Peerzadiguda, Pocharam and Ghatkesar were folded into GHMC in the December merger and, by zone, most likely sit under MMC. We could not confirm that locality by locality, so ask the seller for the corporation named on the property’s tax records.

What CURE is

The Act, as reported, covers about 2,053 sq km inside the ORR and governs the three corporations. Two practical changes are reported for property owners there:

The same coverage says the Act repeals the GHMC Act 1955. If you hold or are buying a plot inside the ORR area, the IPIC and the single bill are worth asking about, because dues attach to the property.

CURE, PURE and RARE: a vision label, not a zoning map

The three letters come from the Telangana Rising 2047 vision document, which The News Minute reported in late November 2025 and the state released in December 2025.

LabelMeaningWhere
CURECore Urban Region Economy, services-ledInside the ORR
PUREPeri-Urban Region Economy, manufacturing and logisticsBetween the ORR and the RRR
RARERural Agri Region Economy, agricultureBeyond the RRR

The RRR (Regional Ring Road) is proposed in the east and not under construction. The vision document is an announced policy framework. We found no notified land-use zoning tied to these labels, and the HMDA Master Plan 2050 has not been published. So CURE, PURE and RARE tell you the state’s direction of travel. They do not tell you what can legally be built on a given survey number.

Where Bibinagar sits

Bibinagar is outside the ORR, so it is outside the CURE area and outside GHMC, MMC and the other two corporations. It lies between the ORR and the proposed RRR North, which would place it in PURE.

Here is the part we cannot verify. The sources describe PURE as the ORR-to-RRR belt, and Bibinagar’s position follows from that geography. We did not find an official map or notification that names Bibinagar as PURE. Use the label as shorthand, not as a document. For how the ORR relates to the eastern exits, see our guide to ORR exits and Bibinagar and our explainer on RRR, ORR and PRR.

What changes for a plot buyer, zone by zone

This is a reading aid, not legal advice. It mixes what the reports state with what you should ask.

QuestionInside the ORR (CURE area)Bibinagar side (outside the ORR)
Civic bodyOne of three corporations; MMC for the eastNot a city corporation. Confirm the local body for the specific survey number
Property ID and taxIPIC and one CURE-1 bill, as reportedNot covered by those reports. Ask which body issues tax receipts
Layout permitsBuilding and layout approvals in GHMC, HMDA and DTCP areas run through BuildNowRun through the same portal; a layout carries its own HMDA LP
ServicesWater and sewerage projects are being planned or built up to the CURE boundaryAsk what the layout itself provides

The services row deserves a caution. Reports in October 2026 say Godavari Phase II and III water is targeted for December 2027 and is under construction, with a draft water master plan up to the CURE boundary in preparation. That concerns the CURE area. It tells you nothing about water at a plot outside it.

What this does NOT mean

Eastern Meadows and Diamond Ring Residencia: verify, don’t assume

Both projects are in Bibinagar, outside the ORR. We do not claim either falls under CURE, MMC or any other corporation.

Eastern Meadows is beside AIIMS Bibinagar on NH-163. It carries HMDA LP No. 1377/HMDA/SWDL/2026 and TG RERA P02000010859, and has 121 plots with 100 ft and 60 ft HMDA Master Plan roads plus 40 ft and 30 ft internal CC roads.

Diamond Ring Residencia is a 61-plot community in Bibinagar with LP No. 000023/LO/PLG/HMDA/2021. It has no TG RERA registration, and we do not claim one.

Do not take our word on either. Search the LP number on BuildNow under Citizen Search, and check any RERA registration at rera.telangana.gov.in. Our guide to reading an HMDA LP number walks through what to look for.

What to ask your lawyer (or advocate)

Take this list to an independent advocate before paying any token amount.

  1. Which local body issues property tax receipts for this survey number, and are dues up to date?
  2. Is the plot inside or outside the ORR, and does the Act or any corporation order apply to it? Ask for the notification, not a verbal answer.
  3. Does the layout’s HMDA LP number resolve on BuildNow, and does the sanctioned plan match the plot you are shown?
  4. If a TG-RERA number is quoted, does it appear on rera.telangana.gov.in for this project and phase?
  5. What does the encumbrance certificate show for this survey number? See how to check an EC on the Registration & Stamps portal.
  6. Does the land-use status of the survey number permit residential use, and does it match the layout permit?
  7. Does the seller rely on a zone label (CURE, PURE, “inside the ORR”) in place of a document? If so, ask for the document.
  8. Are there any pending court cases on the land? Search on eCourts.
  9. If the plot is in a newly merged area, have the merger or the High Court challenge affected its tax records or permits?

For the wider routine, our plot-buying verification checklist covers the documents in order.

Frequently asked questions

What do CURE, PURE and RARE stand for?
They come from the Telangana Rising 2047 vision document. CURE is the Core Urban Region Economy inside the ORR, PURE is the Peri-Urban Region Economy between the ORR and the RRR, and RARE is the Rural Agri Region Economy beyond the RRR. They are a planning framework, and the reports we reviewed found no notified land-use zoning tied to the labels.
Is the CURE Act in force?
As reported by Deccan Chronicle on 4 October 2026, the CURE Act became operational from 2 October 2026. It covers the area inside the ORR, about 2,053 sq km, under the three corporations. Reports differ on whether the bill was passed on 12 September or received assent on 22 September, so rely on the gazette text for exact dates.
Is Bibinagar in CURE, PURE or RARE?
Bibinagar is outside the ORR, so it is not in the CURE area or any of the three city corporations. It lies between the ORR and the proposed RRR North, which implies the PURE belt. We could not confirm that against an official zone map, so treat the PURE label as an inference.
Does the CURE Act change how a Bibinagar plot is taxed or approved?
The reports we reviewed describe the Act as covering the area inside the ORR, with a single property ID and a single civic bill there. Nothing in them says those provisions extend to Bibinagar. Ask the seller which body issues the layout permit and collects any local tax, and check the permit on BuildNow.
Does a zone label mean a plot is approved or will rise in value?
No. A zone label is a policy description. Approval is a separate document for each layout, shown by its HMDA LP number on BuildNow and, where registered, its TG-RERA number. Zone labels say nothing about future prices.
Where do I verify a layout permit and RERA registration?
Search the LP number on BuildNow (buildnow.telangana.gov.in) under Citizen Search, and check any RERA registration on rera.telangana.gov.in. Have an independent advocate review title, encumbrance and land-use documents as well.
