Short answer: the published RRR alignment lists six mandals in Yadadri-Bhuvanagiri, and Bibinagar mandal is not one of them. The nearest planned junction on the NH-163 side is reported at Rayagiri, in Bhuvanagiri mandal. If a brochure or a broker says a Bibinagar layout is “on the RRR”, ask for the gazette and survey numbers behind that claim.
This guide sets out what the public notifications list, how to read them, and what a buyer should ask before accepting a ring-road claim in a sale pitch.
Why “on the RRR” needs a check
The Regional Ring Road (RRR) is a proposed road around Hyderabad, divided into a northern and a southern half. Because it is such a large project, many layouts are described with phrases like “on the RRR”, “beside the RRR” or “in the RRR belt”. These phrases have no fixed meaning. They can mean the land is inside the alignment, a few kilometres away, or only in the same district.
For a plot buyer, those are very different situations. Land inside a notified alignment may be acquired. Land near a junction may be affected by planning rules. Land that is only in the same region may see no direct effect at all. The only way to tell is to compare the claim with the official documents.
What the notifications list, mandal by mandal
Three official steps matter for this question, and each is a public document.
1. HMDA’s primary notification of the 100-m alignment (August 2025). Press coverage of the notification says it covers 8 districts, 33 mandals and 163 revenue villages, about 354 km, with objections invited for a fixed period. The Yadadri-Bhuvanagiri mandals listed are Choutuppal, Narayanapur, Bhuvanagiri, Turkapally, Valigonda and Yadagirigutta. See the reports in Siasat and Newsmeter.
2. A draft variation in the Telangana Gazette (December 2025). The draft variation to the master plan was published for objections. Later orders refer to it by its gazette number (No. 765 of 22 December 2025).
3. GO Ms. No. 19 (January 2026). As indexed on the HMDA site, this order incorporates the proposed 100-m-wide RRR alignment as a Master Plan road in the Hyderabad Metropolitan Region, confirming the draft variation. Part of the alignment falls within the earlier master plan area and part within the expanded region, for which no master plan exists yet. Read the order itself rather than relying on a summary. A copy is listed on the HMDA site, though the file name and date there are inconsistent and the link may not open on every browser, so ask your advocate for a clean copy.
The Yadadri-Bhuvanagiri stretch
District reporting describes the northern alignment as running roughly 60 km through the district, from Turkapally through Yadagirigutta, Bhuvanagiri and Valigonda to Choutuppal, with Narayanapur appearing on the southern side. Land acquisition there is handled in three zones (Turkapally, Bhuvanagiri and Choutuppal). See the district reports in Telangana Tribune and Hyderabad Mail.
| Mandal | Listed in the HMDA primary notification? | Note |
|---|---|---|
| Choutuppal | Yes | Planned major junction reported here |
| Narayanapur | Yes | South-side mandal |
| Bhuvanagiri | Yes | Planned junction reported at Rayagiri |
| Turkapally | Yes | On the northern stretch |
| Valigonda | Yes | On the northern stretch |
| Yadagirigutta | Yes | On the northern stretch |
| Bibinagar | Not listed | See below |
Where Bibinagar sits
Bibinagar mandal does not appear in the list of Yadadri-Bhuvanagiri mandals in the notification coverage above. That is the plain answer to the question in the title.
It does not mean the area is unconnected to the ring road story. The Hyderabad Metropolitan Region was expanded in 2025 toward the RRR, and the NH-163 corridor leads toward the Bhuvanagiri side. But connection through a highway is not the same as being on the alignment, and a buyer should keep the two ideas apart.
The planned junctions are the other half of the picture. District reporting names Rayagiri and Choutuppal as the major planned junctions. Rayagiri is in Bhuvanagiri mandal. We do not state a distance from any layout to a junction here, because a junction that has not been built cannot be measured on the ground, and the notified alignment should be used for any measurement.
What being near an alignment does and does not mean
- Junction-only access. A controlled-access ring road is normally entered at planned junctions, not from adjoining plots. A plot near the road does not automatically get an entry point.
- Acquisition. Land listed in the Section 3A and 3D notifications is the land being acquired. Land outside those lists is not covered by them. Each parcel needs a survey-number check.
- Notification is not construction. A notified alignment, a Master Plan road designation and a tender are different stages from a road that is open to traffic. Check the current status with NHAI before relying on any timeline.
- No effect on a layout’s approvals. An HMDA layout permit and a RERA registration relate to the layout. They do not say anything about distance from the RRR. Our guide to how to read an HMDA LP number explains what the permit does and does not show.
Treat infrastructure news with the same care
Ring-road news moves in stages: proposed, notified, tendered, sanctioned, under construction. Each stage means something different, and sale material often blurs them. When you read a claim, ask which stage it describes and which document says so.
How to check a claim yourself
Here is a practical routine that does not need special tools.
- Get the survey number. Ask the seller for the revenue survey number and village of the land, not only the plot number in a layout.
- Find the notification. The Section 3A and 3D gazette notifications for the northern RRR list villages and survey numbers. The district collectorate and the CALA (land acquisition authority) office can tell you where the lists are published.
- Compare village and survey number. Check whether the survey number appears in the lists. Names of villages can repeat across mandals, so match the mandal too.
- Read the Master Plan road order. Read GO Ms. No. 19 and the HMDA notification for how the 100-m alignment is described, and ask an advocate what it means for the specific land.
- Verify the layout permit. Use BuildNow (buildnow.telangana.gov.in, then Citizen Search) to look up the layout permit.
- Verify registration where it applies. Check a RERA-registered project on rera.telangana.gov.in.
- Check the title trail. Use the Telangana Registration & Stamps portal (registration.telangana.gov.in) for the encumbrance certificate, and land records for ownership. Our guides on verifying plot documents and on HMDA approval versus title walk through this.
What this does NOT mean
- It does not say whether any plot will or will not be acquired. Only the notifications and an advocate’s reading of them can answer that for a specific survey number.
- It does not predict prices, access or timelines for any area.
- It is not legal advice. Notifications can be revised, and the public record you read should be current.
- It does not cover the southern half of the RRR, where the state’s alignment and the central decision process are separate matters.
Our projects: approvals only
We do not claim any of our layouts sits on the RRR, and nothing here ties a project to a junction. If you are comparing layouts, these are the approvals on record, which you can verify yourself on the portals above:
- Eastern Meadows (project page): HMDA LP No. 1377/HMDA/SWDL/2026 and TG RERA P02000010859. Check it on rera.telangana.gov.in.
- Diamond Ring Residencia (project page): HMDA LP No. 000023/LO/PLG/HMDA/2021.
- Saffron Gold Residencia (project page): HMDA LP 000272/LO/Plg/HMDA/2019 and TG RERA A02500000513.
Look up each number yourself, ask for the survey numbers and compare them with the notifications before you decide anything.
What to ask your lawyer (or advocate)
- Does this survey number, in this village and mandal, appear in the Section 3A or 3D notifications for the RRR?
- Does the HMDA primary notification or GO Ms. No. 19 list this village, and how is the 100-m alignment described near this land?
- Is any part of the parcel, or its access road, affected by the alignment or a planned junction?
- What access does the layout’s approved plan give, and does the RRR change it?
- Are there pending objections, court cases or revisions on the alignment for this area? Please check eCourts.
- Does the encumbrance certificate show any acquisition-related entry?
- If the seller says “on the RRR”, what document does that statement rest on?
- Is the layout’s HMDA LP valid and the RERA registration (where applicable) current?
