What “HMDA Open Plots” Actually Means
In Telangana’s plotted development market, the phrase “HMDA open plots” refers to demarcated residential plots inside an HMDA-approved layout. The “open” refers to the plot being empty land — not a constructed unit — that you can build on in the future according to Telangana’s building rules.
The HMDA approval (issued as a Layout Permit, or LP) means the overall development plan — road widths, drainage, open space, plot sizes — has been reviewed and approved by the Hyderabad Metropolitan Development Authority before any plot was sold.
This is meaningfully different from:
- Unapproved layouts: where a landowner divides agricultural land into plots without any regulatory clearance.
- Revenue layouts (Gram Panchayat layouts): which are outside HMDA jurisdiction and carry different risks, including non-bankability and potential demolition notices.
Within the Hyderabad Metropolitan Region, HMDA jurisdiction covers substantial portions of the eastern belt including Bibinagar and Yadadri Bhuvanagiri District. Any plotted development here that claims HMDA approval should have a verifiable LP number.
Bibinagar: The Infrastructure Story in Plain Terms
Bibinagar is not simply “near Hyderabad.” It has specific, verifiable infrastructure anchors that distinguish it from generic peripheral locations.
AIIMS Bibinagar
The All India Institute of Medical Sciences (AIIMS) Bibinagar has been operational since 2019 on the Hyderabad–Warangal Highway (NH-163). A national-tier medical institution on roughly 200 acres. It represents permanent state investment in the area — the kind of anchor that does not relocate or close. For buyers, this matters for three reasons: employment (medical staff and supporting services), area legitimacy (national-level government commitment), and long-term community infrastructure (a functioning hospital within minutes).
NH-163 (Hyderabad–Warangal Highway)
This national highway directly connects Bibinagar to central Hyderabad and to Warangal. It is an existing, operating road — not a proposed corridor. Plots along or near NH-163 have direct highway access without depending on future infrastructure.
Railway Connectivity
Bibinagar has a functioning railway station with MEMU train services. This provides public transport access to Hyderabad and Warangal for residents who do not commute by road.
Proposed Regional Ring Road (RRR)
The northern portion of the Hyderabad Regional Ring Road under the Bharatmala project is a proposed 158.64 km access-controlled corridor. HMDA’s records note that Government Order Ms. No. 68 (March 12, 2025) extended the Hyderabad Metropolitan Region boundary up to the RRR. The RRR is a significant infrastructure thesis for this corridor — but it remains under development and buyers should treat it as future upside, not a current amenity.
Connectivity to the Outer Ring Road
ORR Exit 9 near Ghatkesar provides eastern corridor access to the ring road network. This is an operational connection, not a proposed one.
What HMDA Approval Gives You — and What It Doesn’t
Understanding these boundaries makes you a better-prepared buyer.
HMDA approval covers:
- Planning compliance — roads, drainage, open spaces conform to HMDA standards.
- Legal sale rights — plots within an LP-approved layout can be legally sold.
- Bank eligibility — most banks will lend on HMDA-approved plot purchases.
HMDA approval does not cover:
- Land title. The HMDA permit does not investigate whether the developer’s ownership is clean.
- Encumbrances. An HMDA-approved plot can have a mortgage on it.
- Developer delivery. HMDA approval is issued on the plan. Actual infrastructure delivery depends on the developer.

Check TG-RERA Registration
If the project is RERA-registered (required for projects above 500 sq. metres), verify the registration number on rera.telangana.gov.in. Confirm the project is active, the developer matches, and there are no complaint orders.

Pull the Encumbrance Certificate
Request an EC from the Telangana Registration and Stamps Department for the survey numbers that cover your plot. A clean EC shows only the developer’s acquisition of the land — no mortgages, court orders, or unresolved prior transfers.
Review the Title Chain
Ask for all parent documents — the chain of registered transactions that shows how the developer acquired the land. Agricultural conversion orders should be part of this chain.
Visit the Site
Compare the physical development against the approved site plan. Check road widths, demarcation stones, drainage works, and whether the approach road is accessible.
